Need help with a ground wire.

My Speedo and Tach have stopped working in my 05 wrx recently, and I notest that a ground wire connect to the firewall is not connected to anything. Any ideas of were it should go??

This issue happen after getting the car inspected by a officer at the DMV. I'm not sure exactly what he did. They would not let me watch him, and I had to wait in a lobby. Little more on the issue, when I start the car the Tach will jump up to 3k and stay there doesn't matter how much I rev. The speedo will read 100mph when im going 30mph and is really jumpy and acts wired. So I think this ground may have something to do with the problem.
