Aftermarket BOVs leak, more often than not.
Your thinking thats my problem?
It's a possibility.. I would perform a boost leak test for starters.

Thanks guys! Thats a really good vid. Ill check everything out and keep ya'll informed.
Most leaks don't go up and down. They just flatten out and don't produce any more boost. Sounds like you need a tune or need to slightly adjust the waste gate arm (if it is adjustable). What you are seeing is referred to as "boost oscillations"

its just the stock wastegate... idk if thats adjustable
'04 WRX, stock turbo, the wastegate arm can be adjusted.Originally Posted by Cheets

K, sorry im such a noob. How do i go about adjusting it correctly?
Should i extend the arm or shorten it? And how far, like how many turns?
so i shortened the arm 1 1/2 turns and if stopped spiking so high than returning back but it seems like it is not boosting enough. It was boosting to about 13psi before and is now only boosting to about 10psi... what do you guys think?
