Because you probably have a code. Either reset your battery or or get a code reader to check it/what code you're throwing. Also, if you'd take some time to RTFM, you'd figure out what a flashing cruise light means.

Resetting the ECU without checking DTCs is absolutely stupid.

    +1

Please go get your codes read. Then take care off the issue if its needs to be taken care of right away... Flashing cruise does mean you are throwing a code. Post up your code when you find out what it is.

Here is the note from the 2011 owners manual 3-26 and 3-27. I wasn't sure if this is the information you were trying to find.

    NOTE
. If you press the “CRUISE” main
switch button while turning the ignition
switch “ON”, the cruise control function
    is deactivated and the cruise
control indicator light flashes. To reactivate
    the cruise control function,
turn the ignition switch back to the
“Acc” or “LOCK” position, and then
turn it again to the “ON” position.
. If this indicator light and the CHECK
    ENGINE warning light/malfunction indicator
    lamp flash simultaneously during
    driving, have the vehicle checked
    by your nearest SUBARU dealer.
