Because you probably have a code. Either reset your battery or or get a code reader to check it/what code you're throwing. Also, if you'd take some time to RTFM, you'd figure out what a flashing cruise light means.

just wondering if anyone knows why my 2011 would have had the cruise light flashing. it was snowing tonight so i figured id have some fun and take the tc off and when i pulled into the parking spot my cruise control light was flashing didnt know if anything mite have been wrong or if anyone would know why it did that.

Here is the note from the 2011 owners manual 3-26 and 3-27. I wasn't sure if this is the information you were trying to find.
NOTE
. If you press the “CRUISE” main
switch button while turning the ignition
switch “ON”, the cruise control function
is deactivated and the cruise
control indicator light flashes. To reactivate
the cruise control function,
turn the ignition switch back to the
“Acc” or “LOCK” position, and then
turn it again to the “ON” position.
. If this indicator light and the CHECK
ENGINE warning light/malfunction indicator
lamp flash simultaneously during
driving, have the vehicle checked
by your nearest SUBARU dealer.
