I have a 2003 wrx that runs extremely rich the mods are a jdm turbo back exhaust and a bov. If any one can help me to get my car to not run as rich I would be greatly thankful

What kind of engine management are you running?
Just the normal setup just purchased a Cobb access port though a buddy of mine said it would help out allot
Sorry but I have no idea what a "normal setup" actually is.
From what you've written, the only reason you'd be running rich is the BOV, but that'd be only between shifts. Also from what you've written, you have no means whatsoever of knowing you're running rich, making the entire point a bit moot. And, from what you've written, you don't need engine management, as you shouldn't be running rich anyway (except between shifts)... so... I've lost the plot, sorry.

Usually if you're running rich your exhaust blows black smoke. Is your car doing this?
