Help, barely get 3-4 psi boost.

The car is 02 WRX, 106k, it has never ran good for me. I have had it for 4 months now and have put 30 miles on it due to problems. I had to go back to stock on intercooler, bypass valve and exhaust, intake and nothing has changed. Only aftermarket part that is left is headers. I barely get 5 psi at the most. Checked and cleaned the boost controller. turbo has little shaft play but it don't seem like much.I checked the restrictor pill, it is there and the vacuum lines are in good condition. I made myself a boost tester thingie and I still get around 5 psi. I hear air leaking somewhere but no bubles anywhere. After 10 min I found an oil puddle under the engine comming from the oil bolt. I tighten it and pulled my dipstick out. After about 30 sec of blowing 20 psi into the intake oil started comming out of the dipstick. Is something really wrong with the engine(oil rings) or I am doing something wrong?

I think if you don't get the motor rotated into the right position it can do that. 20 psi is a lot though - you should always have the oil filler cap off to keep from blowing seals.

You might want to do a compression test too.
