Failed emissions, couldn't connect through OBDII port.

I took my 2002 WRX for emissions today, and when the guy finished I went outside and he told me that it failed, and the cause was they couldn't communicate with the computer. Also, when he pulled it up, it was idling around 1500 in neutral. I have voltage through some of the terminals on the connector, but I have no scan tool to test for communications myself. Does anyone have any ideas?

First...check all of your fuses, than you can check for power and ground at the connector. I believe pin 4 is ground and pin 16 is power...

What mods does your car have? Does it have an aftermarket computer (ecutek or utec)?
