What pressure is it building up to? What maintenance have you done to the car?

11 psi is low. Stock, you should see ~ 14 psi max boost. This could be a number of things... I'd do some datalogging if possible and definitely check your wastegate actuator arm -- it may require adjustment. There could also be a leak in the vacuum lines leading do your boost control system. Does your car seem to hold 11 psi across approx. 3000-6000 RPM or does the boost waver?

the car hold 11 psi pretty well, i checked some of the lines but found nothing, but the car idles fine and shows 20inmg on the vacuum side of the gauge, is there a good way to check for leaks i read you can make a leak detector buy capping the intake side and applying air to see if you hear leaks
