That's not only a hand brake light. It will also illuminate if your fluid is low. It could also be out of adjustment.

I've had my 2002 WRX since the summer and as its become colder out, the parking light that indicates "BRAKE" is constantly illuminated even if it is not engaged. Has anyone had simmilar issues?

Mine was on as well and it was because of the fluid being low.. Check that first.. And it probably will fix your problem
