Starting requires fuel, spark, and air. Verify the plugs are sparking. Verify you don't have a dead rat blocking the intake. Verify the injectors are squirting fuel.
If you have those three things, then move on to the EM.
And clarify what you mean by won't start. Is it dead? Turning over but not catching? Sounds like a drowning cat?

just keeps turning over
head gasket so had it skimmed and pressure tested no mods
I'm sorry. I'm having trouble making out what you mean.
The engine blew a head gasket, so you had the head resurfaced and pressure tested?
Also you have no mods?
What did you mean by "new rebuit engine"? Was the engine tore down, and cylinders replaced? Or was only head work performed?
Edit: Verify the MAF and the rest of the intake are installed correctly, and verify all the a vacuum lines are hooked up correctly.

ok here goes guys i'll start from the beginning

subaru impreza 1993 wrx
i bought the motor a few months ago with head gasket problems
a lad had it for a while and replaced headgaskets for me but when he pieced it back together he couldn't get it to fire
i then took it to a local garage and he had it going and told me timing was out
the lad who did the work on the head gaskets did a crap job and now had to have heads replaced
i took engine out took it to local guy who rebuilds them and replaced it over the weekend
however it will turn over but wont fire
checked plugs, timing, immobiliser, fuel.
still wont fire turns over well
any replys to take it back to local garage
i cant he's on holiday for 2 weeks now

when he's back
just found out hes staying for 4 weeks
Sounds like an ECU/electronics issue. Could be MAF or a number of other things. Do you have an OBD reader to see if/what the codes are?
