    oil leaking from ball valve

While changing my oil, I noticed that a drop of oil was hanging off the bottom of the oil filter. Following the oil trail, I found that the oil was coming out of a ball valve and dripping down the front of the engine.

The amount that comes out is small, but enough to keep it continuously moist with oil. Rather than describe my situation, here's a picture. Maybe someone would know what's going on and would be able to help? Thanks.

I can't say for sure what it is, but looking at this diagram here:

It seems to be #3, a cylinder block washer. Looks like an assembly plug for the oil gallery, but I can't be for certain on that one. Wish I could help more.
