Do you mean Radiator fill tank? If so then it could be a cam seal.

I have this smell of oil burning while i'm driving the car and after it's in the garage, but the car is not leaking anywhere on the ground.
What I have found is about 6" under the intercooler fill tank, there appears to be oil seeping out of a seal, but i can not see what that is.
So, my main question is what's below the intercooler fill tank on an '04 WRX?

No, I can't get in there to get a picture. There's 110K on the engine
This in on the right side of the engine underneath where you fill the intercooler, not the radiator, which is in the front of the car.
The best way to describe where it is - It's on the right side of the engine directly between the engine and the top half of the right tire. It's directly under the reservoir for the intercooler.

So there is oil coming out between the right engine head and the valve cover.
It might be leaking on to your header, uppipe or turbo, then burning off producing the smell.
Replace the Valve Cover Gasket.
YOU nailed it, Jeremy.. Valve cover gasket was leaking. Unfortunately, it's an expensive fix because you have to lift the engine to get to it!. So, $400 later, I'm back on the road with no oil smell.....
