    Turbo gasket or head gasket?

I have an 02 impreza WRX
    With 135,000 miles.

I'm loosing a lot of coolant and I get a small amout of white smoke out of the tail pipe.

could it be the head gasket or the turbo gasket that's leaking?

Yeah. But get a pressure test and see if it is an obvious leak from a hose or the radiator (they always bust). It might just be normal condensation etc. in the exhaust.
