Is the piston stuck on the rotor or it just won't engage?

check the parking brake...possible malfunction, parking brake engages the rear brakes via a wire and some springs usually, something couldve popped.

if that is not it, try draining and replacing all the brake fluid, bleed the brake system, and try again.

if that is not it... no idea.

that being said, if the car sat and was not driven for however long your buddy was deployed, he should probably have changed a lot of the fluids anyway before driving it. sitting fluids can sometimes cause issues
