What is this and why is it cut open?

I recently bought a 2004 WRX and im not too familiar with this car yet and i noticed that this part was kinda cut open. Anyone know why this would be done?

That's the heat shield for the turbo, why it's cut open is anyone's guess though.

Alright thanks! Least now i know what it is.

I'd bet it is cut open because whoever had the car before you was too lazy or too stupid to actually take the heat shield off to adjust the wastegate arm.

Buy another one - you can find them used for pretty cheap.
