Question Whirring / Whining noise related to turbo

This past weekend a buddy and I were working on my car trying to address what seems like the fairly common problem of a gas smell. After sniffing around for a minute, we found a hose underneath the intercooler that was not properly connected to the engine. So, we removed the intercooler, re-connected the hose, and hooked the intercooler back up. Everything seemed fine until a few days later, I was driving up to the mountain when I noticed a whine coming from the engine. It definitely seemed related to the turbo -- the noise started as the turbo pressure gauge approached 0, and became higher volume and pitch the higher the pressure. While the noise seems to be related to the turbo, it sounds like it's coming from the other side of the engine compartment.

Any ideas of what I should be looking for?

The leak you may have generated when r/r the IC.
The world breaks everyone and afterward many are strong in the broken places. But those that will not break it kills. It kills the very good and the very gentle and the very brave impartially. If you are none of these you can be sure it will kill you too but there will be no special hurry. Ernest Hemingway, A Farewell to Arms, 1929

I'm having the exact same issue after changing my up pipe. I thought I just didn't tighten the bolts enough, so I retightened everything on the up pipe and am still having the whining noise. It sounds like someone is sitting in my engine bay blowing on a New Year's Eve noise-maker anytime my boost spools up over 5 psi. I was starting to suspect the IC, but would love to know what exactly to look for.

Any help would be GREATLY appreciated!
