Question engine wont start after rebuild

well my friend just rebuilt his 04 wrx motor and it turns over but wont start. we've tried everything and the weird thing is when we hit lock and unlock it almost starts and then when we try to start it again it turns over but just wont even "kinda" start like when we hit lock and unlock.

my question is, is there some sort of security or alarm "code" that needs to be done or something weird like that?

This is definitely a question for NASIOC...

There aren't very many on this forum that have rebuilt engines.

Try asking in the "hybrid" thread on here... they're all WRX owners with rebuilt engines.
