inside the red circle is soaked, the piece that was removed (fan?) was also full of water. Trying to figure out what could cause this, and how to resolve(dry) it out.

Is your A/C drain tube melted by your downpipe? The only way I can think that water is getting into the duct/fan work is from the A/C not draining.
