is the noise only when you start the car and it is warming up? If it is then it is (one of) your belt(s)

The only whiney noise I have is downshifting from like 3rd into 2nd. If your noise is when speeding up and slowing down, my bet also is going to have to be on the belts on the car.

    its the idler pulley

If the whining noise is from the drivers side of the front of the engine, it is probably the idler pulley (directly below the ac unit). Simple to replace...about a $50 part at Napa. I did mine yesterday in 20 mins or so. Disassemble the belt tensioner adjustment bracket (2 bolts) and the idler pulley is attached to this. Take the nut off the pulley to separate it from the bracket (1 bolt), punch out the bolt from the pulley with a mallet and place it in the new pulley...reinstall and you are all set.
