    Unhappy Boost Leak Question.....

Well i recently did a boost leak test. My car wouldn't let me pump more than about 10 psi in it. But within about 10 sec all the pressure is gone... is this right?!?! Also there was this line by the intercooler that when i moved it would release all the boost pressure. I have a picture of it below it is the line that is metal with the glare on it going to a rubber line. But now when ever i start my car it idles the vacuum at -5.0 to -6.5. But when i hit the gas it goes back up to -8.0 to -9.8. What is it doing?!?!?!? ALso that line when i took it off it was full of oil btw.
