    Both actually

The idle is controlled by the IACV or Idle Air Contol Valve.

This has inputs from the Computer as to MAF readings and what-not.

What is the car idling at?
    Mods?
    EM?

This info will give more insight as to why and or what is wrong with the idle.

I just bought the car with a CAI, BOV, DP, UP, CB.. I'm looking for a stock airbox to run it normally (with BPV). I'm thinking this could be the reason why it's idling so low.

I don't know the exact rpm but it's so low that the car almost dies at times.
