Call SOA and ask them if the recall has been performed on your car yet. The dealer probably won't be of any help.

So heres another. I'm having this problem just like everyone else on here. I called my dealer and told them about the tsb and gave them my vin and they said there was no tsb accept for my liftgate shocks. WTF? I smell gas though. What should I do?

I recently has this item fixed under warranty. For a fuel system issue, my dealer says there is no expiration on the warranty. Once it is fixed then any subsequent issue is out of pocket.

Also I've read through this thread, and haven't been able to determine the threat of fire. I had smoke coming out from underneath the manifold on the passenger side bank today. Kinda freaky.

Edit: So I just got home and took a look under the hood, and there is a lot of gas there. More than what would be caused from "seeping". I got onto the SOA website and looked under my vin number for recalls, this one wasn't on it. I'll try to get it into the shop soon anyway, because I'm genially afraid of there being a fire, or me passing out at the wheel! I'm freekin High right now! If I had the time I would do it myself, hope the shop doesn't take me for a ride.
Sorry to revive an old thread, but did they fix this on your 04. The tab says the problem was discovered in Sept of 2003, but I bought my car on 6/2/2003 despite being a MY04, so I would predate any fix

Ha, I had this problem a year ago. Strong strong gas smell in the cold. The check engine light was on for a year, and I had to pay 1400 dollars to get it fixed at the dealership. Now it doesn't smell like gas anymore.

Just brought my '04 home from FL yesterday and noticed the smell this morning. It was only about 20 out, not going to get much warmer all week. Did a search and found this. Really sucks Im already repairing a car I just bought. Just left a message for the service dept at Subaru here. Let's see what happens....

Exclamation Raw Fuel Smell in Cold Weather? you might be covered WVK21 EXT.

My '02 WRX wagon smells like Fuel really bad in the brisk mornings. I was told by a buddy of mine (Dave Sommers, a Subaru Tech. @ Costa Mesa Subaru) that my WRX was covered for the "raw fuel smell" in cold weather under WVK21 EXT. There are 16 cold weather states that have the recall for the '02-'03MY Impreza WRX models and the remaining 34 states (including California) have the extended warranty until 200K miles. (i have 182K miles)

i went to Subaru of Ontario yesterday to have the parts ordered to fix the problem and the service tech. talked to the service manager about it and the service manager refused to accept the extension. i told him if they dont fix my car, i will never come here again and i will go on every Subaru Forum i know of and tell them not to come here because of the terrible service. he said "have a nice day".

i called Subaru of America (1-800-SUBARU3) and told them what had happened. they also told me that my car is still under the WVK21 EXT. they are gonna call them today and tell them that my car is under warranty and to fix it

i would NOT recommend Subaru of Ontario to anyone and encourage anyone with a Subaru to use another dealer.

While I completely understand your frustration, SOA clearly has your back and you're going to get this taken care of.

There are tons of crappy dealerships around, all you have to do it call/go to another one, or as you did, call SOA. I don't exactly think this is sticky worthy.

If you really are going to go around and paste this on every Subaru forum around, please at least post it in the right section: Dealership, Vendor, and Installer Review

Do what I say or I'm going to yell from the rooftops? Usually doesn't work for getting what you want. Try a different approach next time.

This has already been mentioned above but just want to confirm SOA is still footing the bill for this fix for 2002s at least.
I emailed SOA to see if they still honored the TSB...

"Thank you for contacting Subaru of America regarding your vehicle. I am sorry to hear about the issue that you are having regarding the fuel smell. I checked behind your Vehicle Identification Number and noticed that there is an extension called the WVK21. This extension was for 2002 & 2003 Impreza WRXs that exhibited a fuel smell upon startup." -Rich, SOA

Called my local Subaru service station and got it fixed up. I got it back yesterday. Doesn't smell like fuel anymore and I can see some new fuel lines under the manifold. And they didn't say anything about aftermarket parts. I don't have that much aftermarket though, exhaust and a short ram intake.
