I've noticed at highway speeds the scoop looks like it bows a little up and down.

Spray some wd-40/pb blaster on the latch and see if it pops open again. Or you may need to grease it up. The hood popping open usually means the latch is "dry." Or you didn't close it correctly.

It depends what you mean by "hood movement."

It's most likely normal. It's written in the owner manual (at least in my 2011 manual) that the WRX and STI hoods are made out of light material and that they may fluctuate under highway speeds ... the plastic molding around the scoop is notorious for this. However, it should be very minor fluctuations. If you think you see actual movement - definitely check the hood play and if still in question have it checked out by a professional. Last thing you want is your hood opening while driving down the highway! That would definitely slow you down

But it would also provide massive down force!

Seriously though: Check how tight the hood closes and if needed adjust for snug and tight fit. This is adjustable. And of course, make sure to have the hood latched tight after opening it anytime.
You can't have everything - where would you put it?
