I have one that came on the car when I bought it. Without having anything to compare having vs not having it, I honestly cant say if it is indeed functional. Though, based off what I have read about the vortex generators on EVOs, it should be functional.
I like the look of it, but it is just a black piece of plastic and will be very vulnerable to UV damage without constant care. I am currently looking to have it covered in a vinyl (if possible) or see if I can get it painted to match the car.
Also, what vendors do you guys recommend I purchase a front lip from?
A general ebay search will return a bunch of lips ranging from urethane (less than $100) to carbon fiber ($300+)

IMHO: its form over function and may have the same functionality as a Left Handed Smoke Shifter...

I picked up a 2013 WRX Premium in black about a week ago....
Always wanted one.
The vortex generators on most cars are mostly for pure looks. Now they do give it a great look. But the functionality of it is pure speculation in my book. They use vortex generators on the edge of many airplane wings to allow for a slower stall speed to be able to have more control of the control surfaces in case of a stall.
Now to make them useful on a car you would have to get yourself into a pretty good spin and be going fast enough to actually make it help. With them normally being by the back window you wouldn't really see much action from them until you get to about 80+ mph like your wing you have on the back of your car. Do to aerodynamics I would say there isn't much it could do because our WRX stay planted on the ground but they do look damn good on the car though.
They're more functional on the EVO 8 and 9 then the 10 because the 10 has a deeper ridge already in the roof to aid air flow
