I have a 2011 hatch and has anyone ever painted the black plastic on the rear bumper that is right above the exhaust? is it even a good idea? would it get black from the exhaust? or maybe chip easy?

What color do you want to paint it? What kind of paint are you going to use? You'll need a high temp paint. A better option would be to get a set of the protectors that stick to your bumper to put in the cutouts since they should be able to handle the heat. And not a set of the cheapo ones on ebay, a set a quality ones that will actually work and not melt!
