I had recently put 3000k HID lights. would tinting them yellow increase the yellow tint because i want them really yellow and as of now they still look a little whitish. Was buying the HID a bad choice, also the lights themselves are a little dull from over time. would buying new fog lights help?

I hope you aren't saying you put HIDs in your fogs... If so, for the sake of all oncoming traffic, TAKE THEM OUT! If you bought one of those "plug and play" HID kits, you are liking blinding other drivers and actually getting less light out, since our USDM bugeye headlights are designed for halogen bulbs only. Proper retrofits (using the projector components from OEM HID lights) are possible, but even these are technically illegal. Read more about all this HERE!
