The only high HP WRX/STi that I can think of is the Big Valley STi. I heard it had something like 720 and ran a 9.6xx $.25 mile.
Then Perrin did the H6 TT swap but I don't know how much HP that is putting down.

But to answer your question per se', it may be due to the fact that the 4G out of the Evolution can take mods very very well, and for cheap. It's a very strong engine.
Brian, this may be a question you could answer with more details than I have.

evo has a cast iron block and forged internals so it can handle a lot more power than the sti's aluminium block can.

That car looks like it's pissed off!
I'm really diggin the reverse intake. The TB in front allows for better use of space in the engine bay, so you don't have to route the intercooler piping over the hot engine to the back. The Garrett turbo is a plus as well. I wonder which one it is. Garrett turbos rule!

Iīm not sure if it still holds the record but it had the record in 2005 here is a piece of a article

Roger Clark Motorsport’s (RCMS’) latest modified Impreza developing over 800bhp has just become a world record holder – running a 9.93-second quarter mile at 143mph at a recent drag event.

This incredible quarter mile makes RCMS’ STi8 the world’s fastest road-legal, manual transmission Impreza – and amazingly it is still only a two-litre EJ20 engine. This bionic drag run makes it the first of the new breed (STi7 onwards) Imprezas to crack into the nines, with previous world drag records being done in the classic GC8 shape cars, most with automatic transmissions out in Australia. The previous best for a manual Impreza was 10.02-seconds at 145mph, run by Dominic Rigoli in his 2.2-litre WRX at Willowbank in Australia.

It broke the world record 4 times in 2005 not sure if they still hold the title
