Correct bolts for fastening splash guard

Well my splash guard--the plastic under the radiator thingy that Subaru calls an "under cover"--fell off while driving on the highway. Not exactly fell off but started to. Bolts gone. I tried refastening it with 8 x 1.25 metric bolts, bought at the hardware store. Two of them went in easily. The third one on the driver's side was too big and wouldn't screw in.

This seemed odd to me. Anyone know what's up?

Sounds like it might be a different size, dirt got in the hole or it might be stripped. Duct tape and chickenwire are your only other solution.
