Go the speed limit, don't accelerate aggressively, be in the right gear at all times, avoid excessive boost, park your car in a heated garage. If you do all of those things you'll get the best possible mileage your WRX can get, which isn't great, and will take most of the joy out of your daily drive. Having your tires properly inflated and your alignment in check can help mileage as well, but they can also make your drive more fun.
just think how much worse my sti gets lol

Funny this should come up today!
My car:
2002 2L WRX, authentic parts only, 100+ K mi on the clock.
Pressures:
260 kPa front
240 kPa rear
Tires:
Goodyear Eagle F1 GS-D3, 225/50/16 all around
Gearbox: 5spd. I shift as soon as possible.
Motor oil:
Mobil 1 "TurboDiesel Truck" 5W-40.
Gearbox, rear diff:
Valvoline 75W-90 GL-5.
Fuel:
Any brand, CA/US spec 91.
This morning, I measured
8.01 L / 100 km
or 29.44 mpg
In general though Subaru has a long way to go IMO. Their switch to larger motors, not to mention larger motors with shorter service intervals, was at best -- leniently! -- an anachronism. Instead of being embarrassed, they simply allowed their dealers to cash in on the more frequent service intervals.
I'd have rather seen a 1.8L motor with more power, lower emissions, better fuel economy, and longer service intervals but apparently they were thinking more along the lines of "let's just add displacement because why innovate, eh?"
