    Why is this missing

    First WRX, bought it with ton of mods but with broken timing belt, upon disassembly I noticed the throttle plates removed, any reason why? Thanks

    Those aren't throttle plates, that would be in the throttle body on the other side of the intake manifold. What you're looking at is the tumble generator valves. Looks like the previous owner did a half job of a TGV delete. TGV deletes are good for a decent power increase, so that's probably why they removed the valves.. either that or they were sticking (which they are known to do) and removing the plates was an easy fix.
