Upgrade a stock FMIT or TMIT or both?

I have a 04 WRX and everything is stock, I'm thinking about making some upgrades. What would be a good upgrade from a stock FMIT or for a TMIT, or if I should upgrade anything else first, any suggestions?

What're your goals with the car? Just a fun daily driver? Or are you wanting to do a specific type of motorsports? How much $$ are you budgeting? What are the emissions inspections like in your area?
