Uppipe (first six on this page would be fine) should be done first.

You also only date models, and not everyone can be so picky

That said, I have a Grimmspeed uppipe on my car...

I'm a big fan of doing things right the first time. I only have high quality parts on my car... and those are the only parts you'll ever see on any car I own. A car is an expensive investment to ruin with cheap parts.

Grimmspeed is the only up pipe I'd use.

You didn't just call a car a investment did you?
    More like a money pit

If you bought one or both used, you could do AP and up-pipe. But if you're only doing one, up-pipe, no question

Up pipe is a must. Then id move onto finding a used DP and Cobb AP. If your not satisfied yet, get a catback system or sways/endlinks and a SS.

If I had $600 to spend, I would buy the app and while I was waiting for that to come in i would gut the stock up pipe and do the cell fix (resistor mod)

I gutted my stock up pipe wasn't to hard just a little time consuming.

Used parts, you could get all of those for $600.

UP is definitely recommended as all the others have stated.

A used UP could be between $50-100 (even $100 for new or so)

Used DP can be found for as low as $150 (catless)

Used AP can be found for as low as $350. V1 APs can be found for even less.
