In terms of bang for the buck, IMO

If you're on a budget, get a perfect, never-modified, low-mileage WRX and and give it new tires, exhaust, engine management, Prodrive springs, rear endlinks, and a performance alignment. If you want more than this level of performance and reliability, you might as well buck up for an EVO or STi.

If you can afford it and want something stock, go with the STi which is better for torque and slippery road performance or the EVO which is otherwise more nimble but more laggy.

If want to create a relatively affordable beast, go with the EVO.

Lets put it this way. The Evo has the 4g63 which is awesome for modding and will hold 500-550whp on stock internals. Evo can run 11's on stock turbo. With a few mods you can easily obtain 300whp.The tranny can also withstand large amounts of Hp and Tq. My friend currently runs 10's on stock tranny along with other all around the US running same or better. The handling of the car is awesome. The Evo is an awesome car all around.
