    Technically, unless on call and with their lights on, cops cannot speed. If they do, they're every bit as guilty of speeding as you. State laws tend to state that cops are NOT exempt from traffic law unless on call...then they turn on their lights and can speed and go through stops (lights, signs, etc.), although carefully.

    If they rev at you and try to race, it could be entrapment. They may be "undercover" and all but they would be provoking an incident.

    And it is quite possible to outrun a radio if you use a scrambler. They exist for radio, laser and radar. You can also use means to keep your plate visible to an eye but not to cameras, whether flash stills or video. Legality of that varies by state, however.
