My friend with a mostly stock 96 Pontiac Trans Am WS-6 thinks he will destroy me in standing 1/4 mile and 40mph to 100mph pull. I have 03 wrx running 17 psi boost, short RAM air intake, STI catback exhaust, 3 inch up pipes and down pipes. I'm pretty sure I've got him from a dig. What do you guys think?

So your running the Stock uppipe with the pre-cat?
Has the car been tuned for these mods?
I'd bet you'll take him from 0-70mph, but after that he's gonna pass you.

This is all provided his car is in good shape with good tires.

You should think about investing in an Uppipe or gutting the stock one, the pre-cat has been known to fail causing catastrophic failure of the Turbo.
Let us know what the result of the race are.
This is basically a stage 2 setup, which many have posted 1/4 mile times on this forum. I have to believe if your friend is a good driver, the 1/4 mile will be close but you should be a bit quicker. Most online info is stating that year TA should pull in the mid 13s range. 40-100mph, the American V8 will eat a turbo 4 cyclinder.
