I was just curious as to how the two would stack up. My friend has a Cobalt SS/SC with an intake and a downpipe currently. But he has a pulley/injectors/catback/meth on the way.
My mods are:
-SPT Catback
-Megan Racing Catless DP
-SPT Intake/Heatsheild
-Cobb L/W Crank Pulley
-Walbro 255 Fuel Pump
-VF39 Turbo
-STI Top Mount
-Perrin Custom Acessport Maps

You'll beat him bad. I have a stage 2 06 and was at the track racing a stage 2 cobalt with tons of bolt ons,aftermarket clutch, drag radials, LSD, etc, he ran a 14.5 to my 13.8. Guy worked at a Chevy dealership, was mid 40's and after a few runs wanted to know what the heck I was drivingand how much money I had in it. Shoulda seen his face when I told him it was just an exhaust and an AP that cost me $1000 total.
He was even more mad when he found out I paid the same as he did for my car.

From a dig you should waste him, but I wouldn't be surprised he hung with you or beat you from a roll. With the mods you named minus meth they trap 103+ so who knows.

What size pulley is he going with and is he smart enough to invest in DR's and mounts? Cobalts are wheel hopping wonders without mounts, and without DR's they'll never put down what power they make owing to the awesomeness that is FWD. Find out the answers to those questions and I can give you a better idea of what his car will run.
Edit: Is your buddy going to take his Cobalt to an experienced tuner with HP Tuners to get all those mods dialed in for his car? You said injectors so I assume he is going with the 60# injectors vice the 42 that come with Stage 2 so he's either setting up for a solid 12 second car or a blown engine.

Times vary by driver, and a Stage 2 Cobalt can run high 13's. They can be incredibly difficult to launch, especially on stock tires. Wheel hop is also a huge factor in their times. Wheel hop is so bad in Cobalt's that GM put out a tech bulletin to void warranties of cars with broken transmissions, much in the same way SOA did.

Not really. Wheel hop is a biznatch and traction is at a premium on that car. DR's should cure that guy's E.T.
I am not from Japan, but I do live here for now. Japan is not awesome IMO, it is the Suck.
Not on stock tires, I wouldn't consider it an "Easy" 13 sec car. It has the power sure, but putting it down is not so easy on the Cobalts. With the above mentioned jello motor and transaxle mounts as a problem they wheel hop like there's no tomorrow. Cobalts are not easy to drive to their best times and regularly perform below expectations due to traction issues and wheel hop.
