If he wants to race you, he is probably running some serious mods, or is just retarded.
Either way, run him (in a safe environment) and see what happens.

my mom had an 02, it was a nice car, but slooooww. That one had an NA 2.0, im guessing the 99 would be running the same thing stock, and he would have to dump a serious chunk of change into it to make it fast.
